Title: Account blocked (Code 403) - Request for review

Hello Streamlit Team,

My account (haru-tool) was blocked with error code 403.

I was deploying a WordPress blog management tool and encountered
multiple build errors due to Python 3.13 compatibility issues.
I attempted to fix the errors by updating dependencies and
redeploying several times, which may have triggered the fair-use limit.

I understand the fair-use policy and will be more careful in the future.
Could you please review and unblock my account?
