App was blocked by the university internet, which run good on the home internet. How to solve this？

My deploy app runs well when connected to the home internet. However when I use university internet to open the app, the app will be blocked.

This site is blocked because multiple characteristics have determined it poses a risk to the University. To have this site considered for review, please contact Information Service and Technology and include the domain.

Since this is due to the security policies and network restrictions implemented by your university, I recommend reaching out to your university IT department for help unblocking the domain.
