Update a package or run apt-install update

I am using chroma db which uses sqlite3 >= 3.35.0 but I am not able to upgrade my sqlite3 package. It is showing sqlite3 is newest version when using packages.txt. I want to know how to run “apt-install update” on streamlit cloud to update my packages list in order to get lastest version of sqlite3.

RuntimeError: e[91mYour system has an unsupported version of sqlite3. Chroma    

requires sqlite3 >= 3.35.0.e[0m
