Xampp and Mysql as vps to run streamlit app from streamlit cloud

when I want to connect mysql database in xampp streamlit cloud sent me this error:

Error: 2003 (HY000): Can’t connect to MySQL server on ‘localhost:3306’ (99)
whats wrong ?
